It usually starts with a spreadsheet nobody wants to open.
Requisitions are up forty percent since the new business line was approved. Two of your best recruiters resigned in the same month (one went to a GCC, the other to a competitor three floors up). This Is Not an Agency Job
An agency gets your JD, sends people, and sends an invoice when someone joins. It never sees your interview panels or your approval chain.
A TA consultant works on the inside. Sometimes it runs your hiring for six months. Sometimes it sits two recruiters inside your HR team. Sometimes it simply spends a few weeks following your requisitions from start to finish and tells you, politely, where the delays are.

Three Ways We See It Done
The biggest version is project RPO. A US bank wants 120 people in its new Hyderabad center by March. The consultant brings recruiters, its own tracking, and a weekly call with the global team, then hands everything back once the floor is full.
A smaller version is embedded recruiters. Two or three experienced people join your TA team on a monthly contract, log into your ATS, and use your email address. Candidates never know they are external. This works well for a company in Cyber City or BKC facing a busy year with no approval for permanent headcount.
The smallest version, and honestly the one we suggest most often to start with, is a review. A senior consultant sits in on panels, looks at your numbers, follows a few offers through approval, and writes up what they find. Your team does the fixing.
How You Know It's Time
Offer acceptance drops below about seventy percent. A hiring manager has quietly signed an agency without telling HR. A role closes in June and reopens in September because the new hire left. Your AmbitionBox page has three new reviews saying "never heard back." Your recruiters spend Thursday chasing feedback instead of sourcing.
One of these on its own is normal. Three at once usually means the process needs fixing.
Where the Good Candidates Go Missing
Here is something that surprises a lot of HR heads. When we dig in, sourcing is almost never the problem. The right people applied. They were lost somewhere further down the line.
Sometimes it is the JD. It was written for the role as it existed in 2022, so the wrong people apply and the right ones skip it.
More often, it is feedback. A decent mid-level candidate in Pune or Gurugram is talking to three or four companies at the same time. Your panel takes eight days to respond, and by day five they have signed somewhere else. We have seen one rule, feedback within 48 hours with no exceptions, and lift offer acceptance more than a salary correction did.
Then there are the panels. Each interviewer asks whatever comes to mind, so two candidates for the same job are measured in completely different ways. Four agreed questions and a one-page scorecard sort that out.
And the approvals. One company we worked with needed four signatures to release an offer, and one of those people was usually on a flight. Pre-approved salary bands for common roles brought that down from four days to an afternoon.
Every City Asks for Something Different
Bengaluru and Hyderabad are mostly GCC work: 50 people this year, maybe 200 next, with someone in Dallas or Frankfurt wanting a dashboard every Monday.
Mumbai and Gurugram lean towards headquarters roles in finance, legal, strategy, and leadership. Fewer hires, a higher bar, and much more discretion. A lot of this ends up being executive search.
Pune and Chennai can be messy in an interesting way. The same TA team might be hiring a data analyst for the Hinjewadi office and a quality head for the Chakan plant in the same week from two candidate pools that never overlap.
Ahmedabad and GIFT City are growing quickly in fintech, IFSC finance, and pharma corporate roles. The local pool is still thin, so a fair amount of the work is persuading people in Mumbai to move.
About the Money
Project RPO is usually priced per hire, sometimes with a monthly management fee on top. Embedded recruiters are billed monthly. A review is normally a fixed fee for a fixed scope, something like four weeks and a written report.
Whichever you pick, settle the numbers before anyone starts: time-to-fill, offer acceptance, ninety-day retention, and hiring manager satisfaction. If a consultant goes vague when you ask about targets, you are paying consultant fees without consultant accountability.
